Tom Davis prevents an investigation of ... Tom Davis

The Federal Times writes at http://federaltimes.... that Scott Bloch, head of the independent Office of Special Counsel, has a big hurdle to overcome in investigating the Hatch Act violations involving meetings with Karl Rove deputy J. Scott Jennings. You probably remember this meeting as the one that involved the slideshow listing incumbent Republicans -- including Davis -- whose campaigns might benefit from an illegal boost from federal employees.

OSC is typically reauthorized every seven years. According to the article, Tom Davis has threatened the reauthorization of the office.

The list on the slide, titled "2008 House GOP Defense" included Thelma Drake and Tom Davis, as well as MD politician Roscoe Barlett.

The presentation inspired Davis friend and GSA chief Lurita Doan to exclaim "How can we help our candidates?"  The charges against Doan have been substantiated by a blistering report.

OSC has requested a budget increase from $16 million to $18 million, and has asked for authority to add staff.  This is an opportunity for "Tom Davis of Virginia [to] renew criticism that Bloch has been overzealous in his investigation into Bush administration officials.  Those officials would include Davis and those eager to "help" his campaign, while being paid a generous federal salary.

Davis has charged that the Hatch Act investigation is intended to draw support from Democratic lawmakers eager to investigate the White House. Davis said he plans to attend the hearing to ask "questions about [OSC's] past performance," a spokesman said, and why it has begun this investigation.

OSC spokesman James Mitchell declined to comment before the hearing. But in a previous interview, Mitchell emphasized that OSC is the only agency charged with investigating Hatch Act violations.

"The reason we're doing this is that we?re the only ones who can," he said.


This is not the first time an investigation of Davis would have been cut short.  Davis was on the short list of crooked politicians tied to Tom Delay. However, then-House Speaker, Dennis Hastert (R-IL), fired the Ethics Committee Chairman and two other members to prevent additional ethics censures by the Committee.
