Too much fecal bacteria in Virginia rivers and lakes? "Almost impossible to meet the standard" for water quality? What to do?

A) Fund improvements to municipal sewage treatment facilities; provide incentives to farmers for riparian buffers, vigorously enforce the law against egregious violators.

B) Improve the frequency and efficiency of water quality testing to provide more timely public notification of health threats.

C) A and B.

D) Lower the standards.

The answer, according to the Virginia Water Control Board and Virginia Department of Environmental Quality is D .
