California Secretary of State Debra Bowen today announced the final plan for the state's top-to-bottom review of electronic voting systems, scheduled to begin on May 14. This review, which will be directed by computer scientists at the University of California, will include three review teams conducting independent reviews of the systems' source code, three documentation review teams, and three "red teams" which will attempt to break into and compromise the systems.
The people involved in this project don't look like industry yes-men. Ed Felten of Princeton will head one of the source code teams, and Finnish consultant Harri Hursti will lead one of the red teams.
According to the FAQ, any system not submitted for review, or which fails review, "may" be decertified or have restrictions placed on its use. Any system not submitted for review by July 1, 2007 will not complete review in time for the 2008 presidential election.
