While the Clerk's office is a position elected through partisan contests, it is not just a political office. The Clerk of Court is the senior elected judicial officer in the county; acts as the Chief Operating Officer of the Circuit Court and ensures that the Court with its 160 plus employees and $20 million dollar budget operates smoothly and in accordance with the laws and procedures outlined by the Virginia Supreme Court.
The Clerk is charged with more than 800 statutory responsibilities ranging from issuing marriage licenses to maintaining evidence for use in trial.
David is extremely qualified for this position. His background as Vice President of Chase Manhattan Bank and in other executive and management positions in the civilian and military sectors provides a strong foundation for the management and personnel skills necessary for the position. Aside from his George Mason University law degree and experience practicing before Federal and State Courts he has a Masters Degree in Public Administration. His experience both professionally and academically puts him in a strong position to challenge the Republican incumbent of 16 years.
