Gov. Tim Kaine has signed bills removing "about 140,000 low-income Virginians from the state's income tax rolls," providing "a four-day sales tax holiday in October for purchasing energy efficient appliances," and allowing "teenagers and their parents...to refuse doctor-recommended treatments for life-threatening illnesses."  On the latter bill, known as "Abraham's Law:"

The bill allows children 14 or older to refuse medical treatment. But only if the child is sufficiently mature, all his treatment options have been considered and if the refusal of a prescribed regimen is done in what the parents believe is the child's best interest.

"Abraham's Law," the tax relief and energy efficiency bills all sound good to me.  I'm happy that Gov. Kaine signed them.

After reading this column, I'm not so sure the energy efficiency bill is such a breakthrough ...
