I am doing this from memory, but they had announced that they had gotten a fixed-cost bid from the Spanish company that wished to dig the tunnel, and it had come in something like $2-300 million less than their previous estimate.
They said that this is the same Spanish company that had built the chunnel.
At some point in the next couple of days this will hit the news.
