Given the overwhelming number of laws we are all subject to, it just doesn't seem like 14 rules in the Code of Official Conduct are enough.
Especially since none appear to address bigotry or just plain stupidity.

re-+call

1. To cancel, take back, or revoke (an election).

2. To bring back; restore (sanity)

3. A signal, such as a bugle call, used to summon troops back to their posts (voters).

4. The ability to remember information or experiences (macaca).

5. a. The procedure by which a public official may be removed from office by popular vote.
  b. The right to employ this procedure.

6. A request by the manufacturer (voters) of a product (Congressman) that has been identified as defective to return it, as for necessary repairs or adjustments (and replacement).

And I will add one of my own:

7.  A demand by voters to remove an elected official who is an embarrassment to himself and others.....
Won't bore you with all 14 rules as only the first might possibly be applicable....better minds than mine can just "google" for them all.

Code of Official Conduct
There is hereby established by and for the House the following code of conduct, to be known as the ``Code of Official Conduct'':

1. A Member, Delegate, Resident Commissioner, officer, or employee of the House shall conduct himself at all times in a manner that shall reflect creditably on the House."

Virginia's senior senator, Republican John Warner, said in a statement Thursday that he respects the right of members of Congress to freely "exercise the religion of their choice, including those of the Islamic faith utilizing the Quran."

It appears that Virginia is not one of the 18 states that allows recall elections for state level offices.  Surprise.
They do have a "recall trial" process however that I am trying to find out more information about. They don't make it easy, or I just haven't found the right site yet.....
For the most part, recall in any format seems to be a very difficult thing to accomplish.
Will keep looking.
