The sub-headline says it all: 

Incumbent Allen Backs Bush on Iraq; Webb Opposed Force Before It Was Used

This is a terrific piece for Webb (after some other disappointing Post pieces) because it clearly states there are differences between the two, shows Webb's foresight, and says Warner will not criticize Webb.

hasn't been focused on the issues. Of course, that's no one's fault but Allen's.
  But Jim Webb wins this race when voters on his Iraq positon--coupled with his combat experience in Vietnam and his son's service in Iraq. What a contrast to Allen's platitudes.
