I'm a little suspicious that this may have been a deliberate move by Bush. Look at this as a semi-official threat running in tandem with the more measured official public statement. Thanks to the inept diplomatic manuevering of this White House, we have no official backchannel to talk to Iran--although I suspect we might have one to Syria. This semi-official statement falls somewhere between a threat through the back channel and an official pronouncement.
Given how badly the Bush administration has screwed things up diplomatically, I'm not entirely convinced this crap shoot (literally) is such a bad idea.
Who controlled the microphones? The Russian state controlled media, the international press pool, or the Prez himself? Maybe he "forgot" to turn off his microphone. If so, it's a nice bit of political theater. An interesting gamble.
