Property Rights Trump Gun Rights in Virginia

This is really a fascinating story, and I'd devote more time to it if I wasn't spending all my time on...oh...other matters (hint:  James Webb for Senate! Ha ha.).  Anyway, here's a quick question:  is the victory of private property rights over gun rights ("the Virginia Senate on Wednesday turned aside a bill that would have made it illegal for businesses that allow the public into their parking lots to adopt rules prohibiting weapons in locked cars") another sign of Virginia's inexorable move away from being a rural state to an urban/suburban/exurban one?  Or not?  What do you think?
