When Chap ran for this State Senate seat in 2007, he outlined a fairly thorough Virginia 2.0: "A vision for our community, our state and our world."
"The objective: to make Fairfax County and the Commonwealth of Virginia a leader in energy efficiency, environmental protection and sustainable living", he writes. It was this vision that helped him win a tough election against the incumbent, and prompted his introducing the "Clean Energy Future" bill.
