a few weeks ago at the meeting at the Sheraton. I don't know whether the point he is making holds any water however. Time is one thing we don't have a lot of - Bechtel et. al. want to run out the clock by moving forward and breaking ground with the aerial alignment.

You can bet we will see a lot more of last minute "ground-breakings" in the next few weeks as the companies that supported the Bush administration rush to get the biggest projects started beyond re-call or re-consideration. Especialy with non-competitive contracts, once work has started the law suits may be more expensive than the actual work. It's not just the prime contractors, but all the subordinate projects with all the sub-contractors like the utilities and the telecom companies that have to line-up what they consider their "pay day" for the support they have given this administration and the projects they have started.... Bechtel is one, Haliburton will get some more big stuff through DHS and the Pentagon... getting this in the past week is NOT by accident. Remember, the "Govees" involved in these projects burn off their extra leave starting next week before the end of year and for some of the political appointees the end of their employment. Inauguration day is coming real fast now.
