Perfect Green Scores from the LCV

The Virginia League of Conservation Voters (LCV) is out with its 2008 legislative scorecard.  Here are the delegates and who received 100% ratings (Democrat in blue, Republicans in red):

Kenneth Alexander, Clifford Athey, Mamye BaCote, William Barlow, Joseph Bouchard, Bob Brink, David Bulova, Chuck Caputo, Rosalyn Dance, Adam Ebbin, Al Eisenberg, David Englin, Jeff Frederick, Franklin Hall, Algie Howell, Robert Hull, Dwight Jones, Lynwood Lewis, Dave Marsden, Bob Marshall, Robert Mathieson, Jennifer McClellan, Kenneth Melvin, Paula Miller, Brian Moran, Joseph Morrissey, Paul Nichols, Kenneth Plum, David Poisson, Albert Pollard, James Scott, Stephen Shannon, James Shuler, Mark Sickles, David Toscano, Shannon Valentine, Margi Vanderhye, Jeion Ward, Onzlee Ware, Vivian Watts.

Only 1 senator, Edward Houck, received 100% from the Virginia LCV. Apparently, it's tougher to get 100% in the Senate, because I see some good, "green" names in here.

With that, here are other strong scoring Senators (over 80%): George Barker (89%), Chuck Colgan (88%), Creigh Deeds (89%), John Edwards (89%), Mark Herring (89%), Mamie Locke (89%), Yvonne Miller (86%), Ralph Northam (88%), Chap Petersen (89%), Toddy Puller (89%), Patsy Ticer (89%), and Jill Holtzman Vogel (89%).

Note a pattern here...yeah, lots of "blue" in that "green" and not much "red."  You might want to keep that in mind the next time you go to the polls.

What I'd like to know is how Bob Marshall could have 4 Non Votes - over 50% of the votes used to tabulate the score - and still receive a 100%.

In any school I've been in, missing over half the tests in a class would be a failing grade. Yet Marshall gets a perfect score.

What's going on here?

(And why wasn't the vote on off-shore drilling included in the tally?)

I have to ask my self, what's the point?  Is the quest to 'appear' non partisan by the LCV making them work extra hard to get folks like Marshall in the ratings hero list?

Somehow to me voting for offshore drilling and missing 4 votes seems to put someone some what at odds with the LCV agenda... http://www.valcv.org/valcvdocs...

Offshore Drilling Will Count in 2009 (vamatt - 7/30/2008 4:10:22 PM)
The Scorecard had already gone to print before the Special Session but VALCV indicated that they will count it on their 2009 Scorecard in the press release that accompanied the Scorecard.

Also, VALCV has consistently counted a non-vote neutrally going back to their first Scorecard in 2000.  They do note that these scores are incomplete.
