Here's an idea. Can Gov. Kaine move the VA assembly to North. VA for a session or part of a session? How about once a year? Let all the S. Virginians drive into say Tysons or Alexandria for a short while, and see how much they would appreciate better transit, rather than spending it on lower per capita areas.

Should someone write Sen Howell, or others also.
