Dominion Won't Connect Loudoun Solar Array

I hadn't heard of this story until recently and can't find much background online. Anyone else know more detail?

It is important to note that this isn't just a guy in Loudoun's array, this is on Loudoun Parks and Recreation's property and it is now their issue.  I have attempted (albeit briefly) to get involved and see what it would take to get this system completed.  But the answer I had to give to Loudoun county was quite poor.  I could find no installers willing to approach this nightmare, and the one's I spoke with weren't even sure where to start in light of the many past attempts that have been made to resurrect this project.  Sadly, the fact that is so politically charged means that it will likely never be electrically charged.

nullThat's the Franklin Park Performing Arts Center, which apparently has just this February finally opened up. I served on it's first Board of Directors back when it was the Barns at Franklin Park (had to change name coz of fuss with Wolf Trap about name).  I headed up the marketing efforts for a Labor Day 1998 event that got over 12,000 people out for an old fashioned barn raising event with the Timber Framers Guild to raise the gigantic timber construction that is the Barns.  It remained a shell for years after that as all the focus got pointed on raising the funds for that solar system.  It was supposed to be remarkably revolutionary as it would be the first solar-powered arts center in the US. The non-profit Barns board (from which I was rudely bounced) really irked Cindy Welsh and Loudoun's Parks and Rec coz they wanted more focus on raising $ for the arts center itself.  The BOS was not apt to want to provide full funding for it.  But I seem to remember that the whole plan with the solar system was to sell excess to a company called Old Mill Power Company.  Alden Hathaway who was on the Barns board and who also has a solar home nearby was the leader on this deal.  

The most recent thing about the solar array that I can find is this...

"The cement pad supporting the array measures 95 feet by 225 feet, and the 2,050 solar panels can produce up to 70,000 watts. Volunteers, contractors, donations, grants, permits, utilities, lawyers, and bureaucrats have combined to bring the project to this point. Recent changes in Virginia's net metering law will allow the barns to sell excess electrical energy back to the utilities.

Unfortunately the system isn't producing usable energy yet. Design changes need to be finalized, more wiring needs to be installed, some wiring must be repaired, and a new construction schedule must be created and executed. With sufficient funding and the help of management from Charles Bigelow (pictured), the array could come to life in 2006."  Source

Sounds to me that just like the timber frame was left untended for years waiting for more funding, so too did that huge solar array.
