No funding in this budget, or matching funds related to funding included in this budget, may be provided for human stem cell research from stem cells obtained from human embryos; however, research conducted using stem cells other than embryonic stem cells may be funded.
Of course, as we all know, it's embryonic stem cell research that offers the most promise for curing diabetes, cancer, Alzheimers, Parkinson's, paralysis, etc. And also keep in mind that the "embryos" in question are actually 5-day-old blastocysts that would be thrown out anyway. Let me repeat that last phrase: WOULD BE THROWN OUT ANYWAY. Obviously, Viriginia House Republicans have their priorities straight!
Why did this provision get added to the budget, when [insert local concern addressable by Richmond] did not? Why did our delegate fail to hang our local ornament on the Christmas Tree budget in the House?

I feel this kind of critique is completely legitimate. If our elected representatives can go to bat in the budget for blastocysts, why not my local power lines? Or a much-needed bridge or school?
