Hillary website unaware of 11 states

Just before I wrote this, I went to Hillary Clinton's website as I have done on occasion in recent weeks and am glad to see that she has discovered more of our United States that Hillary would like to become president of. She lists only 39 states and DC at "http://www.hillaryclinton.com/hq/" . More often in recent weeks I have gone to Obama's website to see that he has long been aware that there are 50 states. In the days before the Potomac Primary, I noticed that Hillary listed Maryland, but not Virginia. I'd like to help her out without just giving the answers, so I've given clues below the fold...
If there was only one Carolina and one Dakota, why would they call them South Carolina and North Dakota?

Alright, here's a tough one, license plates of this state have a number from 1 to 23 on the left to show which county issued the plates.
Yeah, I know that's only ten, she's on her own for the 11th.
