There are lots of reasons. (Randy Klear - 2/12/2008 3:13:31 PM)
Primary turnout is always lower. I just voted at Willard Model School, a swing precinct that's been trending bluer in recent years. Turnout (at 1:55) was 305 D - 129 R, over 30% of the 2004 presidential turnout (and Bush did win the precinct then). That is very impressive; we've already beaten the 2004 Democratic primary count of 284, with 5 hours to go.

Bayview is even more Republican than Willard, so I can't say I'm surprised by the relative quiet. Also, 11 am is usually one of the really dead times of day. I wouldn't be discouraged.
