I was thinking alot of the polution on the roads come from older cars out their.  What do you think of this the VA Legislature puts a bill out, something with these points. 

i  You can't have a car older then five years.

ii  If you own an SUV you can't drive it on code red days and you pay a Specail Fee for owning an SUV. 

iii  If the distance between work and home is less then 2 miles or you are close enough to metro you have to take Metro rail or Bus.  This will go along way to taking cars off the road.
