By 2003, the circumstances just started to rub one woman the wrong way. Mary Lane, wife of Alan Lane, democratic candidate for Sheriff, caught wind of rumors that absentee voting applications were getting manipulated.
So, Ms. Lane requested a copy of the voter applications?
?and Ms. Kilgore rejected her?
So, Ms. Lane requested them again, showing Mrs. Kilgore a copy of the law entitling her to copies of the record?
?and Mrs. Kilgore rejected her?
So, Ms. Lane spoke with the State Board of Elections, and the head requested Mrs. Kilgore give Ms. Lane a copy of the absentee voter applications?
?and Mrs. Kilgore only provided half of the request, excluding the most recent applicants?
So, Mrs. Lane called the State Board of Elections again, and they requested Mrs. Kilgore to give the full list of absentee voter applications?
?and Mrs. Kilgore, finally, at long length, complied.
Meanwhile, VA state attorney general Jerry Kilgore called Ms. Lane, complaining that she was causing trouble, ?harassing? his mother...Mrs. Kilgore.
That's when the Kilgores started to punish Ms. Lane getting out of line, for causing "harassment."
A few days later, Ms. Lane got a letter from Mrs. Kilgore, informing her that could not vote in the upcoming election because she was a convicted felon. This was not true. Ultimately, it took action by the State Board of Elections to restore Mary Lane?s voting rights.
Voting fraud. Intimidation. Threats.
Mrs. Lane's attorney explained it all:
"There is definitely a pattern of ignoring the law out of that office. It's pretty clear that the attitude is: 'This is Scott County and we do what we want to do.'"
...and right at the center of this intimidation effort...
None other than Jerry Kilgore.
