The problem is not that local governments are passing their own immigration laws. Local governments passing their own immigration related laws is a symptom of the problem.
I think that the governments refusal to enforce the law is a symptom of another problem. That problem is that big business has too much influence over government - and they don't want government to enforce the laws.
But that is just a symptom of the corruption - caused by lax ethics laws and government officials being allowed to go on junkets. A fact finding mission doesn't involve a massage and a game of golf.
I short, I think that ethics reforms - which Democrats dropped the ball on - would remedy many problems or symptoms of problems that we face.
