From POGO (Project on Government Oversight):

Check out the latest installment on Bob O'Harrow's Government Inc. about government contractors feeding off the federal dole. Technology companies are drooling at the prospect of the growing pool of federal employees who telecommute to work. What's not to like when these employees can avoid the daily rush hour traffic grind?

But, as O'Harrow notes, one company at the center of it all, Telework Exchange, has a shady history involving staff from the powerful Virginia Republican and contract-advocate Representative Tom Davis. And, not surprisingly, the beleaguered General Services Administration's head Lurita Doan, who is a former technology contractor, is pushing the envelope for her friends in the contracting community by staking out a goal of increasing the number of government teleworkers at her own agency from 10% to 50%.
Stay tuned. O'Harrow always gets great scoops.
More on Tom Davis.
More on Lurita Doan.

No wonder he doesn't support the tunnel.  Contributor Bechtel has the no-bid contract on the alternative, and contributors are bidding for telecommuting contracts.
